Kati Keel

Kati Keel is Director of the Economic Policy Department at Estonia’s Ministry of Economic Affairs and Communications, where she leads work on Estonia’s economic policy, competitiveness and long-term growth. Her work focuses on translating economic analysis into strategic policy choices and bringing greater coherence across policies supporting business growth, investment and innovation.

Before taking up her current role, Kati worked on a broad range of economic and social policy issues in the Estonian government and spent six years representing Estonia in Brussels. Alongside her government role, she lectures on economic policy, public administration and taxation at Tallinn University. Kati holds a PhD from Ragnar Nurkse Department of Innovation and Governance at TalTech School of Business and Governance.
