Silver Kelk is Head of Development at Mainor AS, helping shape Ülemiste City as an international innovation district. He connects businesses, universities and public-sector partners to turn research and ideas into practical solutions. Through Ülemiste Test City, he supports testing emerging technologies in a real urban environment.

With experience from more than 60 EU projects, Silver focuses on how collaboration, data-driven decision-making and entrepreneurial thinking can help organisations actively shape the future. He holds master’s degrees in Entrepreneurship and Technology Management and International Relations from the University of Tartu.
